BACKGROUND
North Star Alliance (North Star) was founded in 2006 by the international post and parcel delivery company TNT, with support from the United Nations World Food Program (WFP). As more and more people cross borders for work, recreation, and safety, the risk of disease spreading increases. North Star’s mission is to provide quality healthcare services to hard-to-reach mobile populations like truck drivers and the communities with which they interact.
Our innovative model brings healthcare directly to those who need it most through our Roadside Wellness Centres, known as “Blue Box” clinics – repurposed shipping containers strategically located at ‘hotspots’ such as border crossings, transit towns, and ports. Each Blue Box offers flexible opening hours, often extending late into evenings to accommodate client needs.
Currently, North Star operates 17 roadside clinics across East and Southern Africa (12 in East Africa and 5 in South Africa).
PURPOSE FOR CONSULTANCY
North Star Alliance seeks to engage the services of a qualified Resource Mobilization Consultant to identify funding opportunities and develop winning proposals that secure financial resources for our healthcare initiatives. The primary objective is to increase our success rate in securing funding by responding effectively to calls for proposals.
SCOPE OF SERVICES
The consultant will be expected to:
- Identify relevant calls for proposals aligned with North Star Alliance’s mission and strategic priorities
- Develop comprehensive and competitive proposals, including writing, budgeting, and coordination with relevant teams
- Collaborate with North Star Alliance staff to ensure proposals meet technical, financial, and operational standards
- Submit proposals within required deadlines
- Provide regular updates on progress and potential opportunities to the Director
- Conduct post-submission follow-ups and provide feedback on submitted proposals
EXPECTED DELIVERABLES
- A comprehensive list of identified funding opportunities relevant to North Star Alliance
- High-quality, complete proposals submitted within required deadlines
- Regular progress reports on ongoing proposal development and submission status
- Detailed post-submission analysis, including lessons learned and areas for improvement
DURATION OF ASSIGNMENT
- Six (6) months, with specific tasks aligned with the timelines of calls for proposals
- The duration of engagement may be extended based on the availability of funding opportunities and success of submitted proposals
COMPENSATION ARRANGEMENT
- Performance-based compensation structure
- For successful large proposals of $500,000 and beyond, the consultant will be paid a percentage of the funds raised
- The consultant’s fee will cover all travel, accommodation, printing, photocopies, stationery, and other expenses incurred
REQUIRED QUALIFICATIONS AND EXPERIENCE
- Proven track record in preparation of regional project proposals
- Demonstrated experience with Global Fund and USAID proposals development
- Verifiable history of winning proposals and total funds raised
- Knowledge of healthcare programmes in East Africa
- Experience in cross-border programming and initiatives
CONTRACTUAL DETAILS
- The consultant will not be considered an employee of North Star Alliance
- All work undertaken will remain the property of North Star Alliance
- Confidentiality provisions apply to all information accessed during the consultancy
- The consultant will report directly to the Director, North Star Alliance

- The percentage expected to be paid from the total amount of winning proposals
- CV/resume and any relevant supporting documentation
